New market reports show that that Manhattan is inching its way back from the plunge in sales caused by the shutdown. There were 1,909 sales of Manhattan co-ops and condos in the fourth quarter, an increase of 38.8 percent from the third quarter quarter, according to the latest Elliman Report.
