Housing lottery applications are open for 60 rent-stabilized apartments at a new development in the East Village. Households that earn $68,023 to $227,500 are eligible to apply, depending on the number of people you live with. Rents start at $1,777 for a studio.
The elevator building at 644 East 14th St. has a gym, co-working space, laundry room, roof deck, and bike storage lockers. Located just south of Stuyvesant Town-Peter Cooper Village, the closest subway station is the First Avenue stop on the L train, about a quarter mile away.

Developed by Madison Realty Capital, the 24-story building will hold 196 apartments total at the corner of East 14th Street and Avenue C, where an auto parts store stood more than a decade ago. The development, designed by Fischer + Makooi Architects, became controversial after construction destabilized a nearby apartment tower, forcing residents to permanently vacate in 2023, the East Village blog EV Grieve reported at the time.
The newly built apartments are set aside for New Yorkers earning from 80 to 130 percent of the area median income (AMI)—a metric that depends on how many people you live with. Currently the AMI for New York City is $129,600 for a two-person household. The apartments available include studios as well as one- and two-bedroom apartments.
There are 20 studio apartments available for households earning from $68,023 to $90,720 per year. The rent for these apartments is $1,777 per month.
The developers have set aside 25 percent of the rent-stabilized apartments for current New York City Housing Authority residents.
Applications must be submitted online or postmarked no later than Dec. 16th.
