For artist Jeff Koons, one Upper East Side mansion is not enough

WHO:  Celebrated artist Jeff Koons is reportedly upsetting the neighbors with his new construction project, combining two mansions into one. At least they won’t have to worry about noise from pets. We’re sure he’ll have one of his famous balloon dogs in the front yard, and while they cost millions, at least they don’t bark.

WHERE: Koons, the star of a major retrospective at the Whitney Museum of American Art, is building his dream mega home on the Upper East Side, where the median sales price is $1.8 million and the median rent is $2,900.
