Scaffolding creep or real-estate bonanza?
CurbedNY's intern-on-the-street investigation of the three-going-on-four years of scaffolding at Chelsea's London Terrace has so far yielded some anti-Local Law 11 sentiment along with an inspired moment of creative land use planning.
Just as strategic use of landfill begat the landleased apartment mecca known as Battery Park City, one Curbed commenter foresees a similar bonanza should scaffolding creep continue: "Once everything is 'capped,' we can rent the new decks to second floor residents all over the city for new streams of revenue as well. win-win." Some of the new revenue will no doubt need to be apportioned to rent-a-cops and razor wire.
