The building is a three-quarter-market-rate luxury building with discounted apartments at 11th Avenue and 43rd Street.

Applications open Thursday for 46 housing lottery apartments in Hell's Kitchen. The apartments are in a 13-story, 164-unit, otherwise luxury building on 11th Avenue, between 43rd and 44th streets.

The apartments are set aside for households making $22,903-$38,160 and $74,400-$124.020. They are studios and one and two bedrooms, with studios renting for $596 on the lower tier, and $2,098 at the higher end.

The building has an attended lobby, an on-site manager, a gym, a deck, a lounge, bike storage, a roof deck, a courtyard, and a business center.

The building is three long blocks from the Port Authority A, C, E station, and one long block from the West Side Highway and its bike path. 

Priority will be given to people with disabilities, residents of the surrounding area, and city workers.
