The city is now taking applications for 90 below-market rate apartments in Hell's Kitchen, near the Hudson Yards mega-development, through the city's housing lottery. The apartments are part of 555 10th Ave., a 52-story, 600-unit building at West 41st Street, built by the developer Extell. The units going up for grabs are set aside for people making $23,000-$27,000 a year, and $69,000-$92,000. For the former group, studios start at $613, and for the latter, $1,949. One, two, and three bedrooms are also available.

The city opened another version of the lottery for the building's 120 so-called affordable units last year. The new lottery is happening because the developer switched tax break programs, according to a Department of Housing Preservation and Development spokesman. In the meantime some of the apartments were allocated through the initial lottery process. There was a similar lottery do-over at a Downtown Brooklyn building last week.
