Should I tip newspaper carrier who won't deliver to my door?

I have called the NY Times many times. I just wonder if it's really my delivery guy's fault or the service's fault - like maybe they've told him to leave the paper downstairs because there are too...
My kitchen cabinets are peeling

Thanks primer05. I'd definitely be interested in the range and also how long each type would be expected to last without peeling. We have about 22 feet of cabinets.

p.s. as far as cost - I should add that our kitchen is pretty small - like a small galley kitchen although it's not a true galley.
