There is a lady who lives on the ground floor of my friend's building. She is one of those reclusive people who has something like 15 cats. The smell when you walk by her door to get upstairs is something close to death. Police have been called to her apartment several times, for fear she herself had died. SInce there is no law against living in squalor, they are powerless to do anything, and she is always angry when they 'disturb' her. Q: What can be done about this? Her building is pre-war in the W Village in an otherwise decent building, and everyone who lives/visits there is subject to this nastiness
