How much noise is normal?

Ok, I really can't even believe I'm sitting here typing this but I have crazy noisy neighbors, yet again! I lived in a co op with a crazy man next door for four years and I was sure that I left noise issues behind when I moved into a corner unit in a nice new, apparently quiet building. Well turns out the people who lived next door to me (two bedroom) the first two months (couple with a small dog) were renters! So first off I was bummed to find out I have an investor unit right next door to me (I actually miss co ops right now) but more than that the new people who live there now are just awful. They are this weird couple with kids (like who come certain days of the week cause they split time with other parents) who the management company didn't like before I even said anything to them about noise because they are just classless (as in the man who lives there fell asleep outside on a bench with a cigarette in his mouth in our nice landscaped entrance, this is a luxury condo people!). We are talking construction at 2am, 6am, 7pm, 11pm. I knocked on their door to talk to them about it and the woman actually said to me she had never lived in an apt before and that they don't have any furniture so they'll be building IKEA furniture for weeks. Um ok. Nomads who can make the rent. At this point I'm just complaining to my board and the management company cause these people are just obviously off and I'm a single woman who may not want to continue to confront these psychos for my own safety. But here's my question, is banging at random hours anywhere from 5 to 30 minutes normal?? Should I just accept this as part of life in a building where you can't control who your neighbors are? Am I too sensitive or am I just incredibly unlucky with neighbors??
