Cost to repair appliances

I had a cracked igniter on my Wolf stove replaced last week. The bill came to over $300 for a $27 part and 20 minutes of the repairman's time. He charged $125 to show up and $155 for "labor." Isn't the fee to diagnose a problem usually credited against the labor to fix it?
