Should I tip newspaper carrier who won't deliver to my door?

I usually tip the newspaper carrier at Christmas, but about six months ago he stopped delivering my NYT  to my door--he leaves it in between the double set of doors downstairs (no doorman). I've called many times to complain but to no avail.   Do I still tip him?

I have called the NY Times many times.  I just wonder if it's really my delivery guy's fault or the service's fault - like maybe they've told him to leave the paper downstairs because there are too many stops on his route - so this poor guy who probably makes minimum wage is getting s-----d by his boss. 

By the way, my husband and I each received a separate mailing from the delivery service (he gets the WSJ, I get the NYT) that claimed NOT to be a solicitation request for gratuities  -- just a helpful way to send along tips to the driver if we wanted to.  I've never seen this before - seems crazy to me to get that in the mail and the delivery guy's holiday envelope in the newspaper.

Just curious if you left him a note asking if he wouldn't be able to leave it in a better place for you. Put it in an envelope with a small cash incentive and see what happens?
