Illegal hotel

The residential rental building next to the co-op where I live is for sale.  All tenants have vacated the building, and it is being used as an illegal hotel by a religious organization.  In addition, since the hotel’s apartments are non-smoking, an outdoor smoking lounge with a bench has been set up at the edge of the property line with my building.  Due its constant use by hotel guests and the chain-smoking “concierge,” cigarette smoke wafts into a number of the apartments in my co-op.  Our board does not know what—if any—city agency to turn to for (1) help in dealing with the existence of the illegal hotel and (2) the pollution, health problem, and quality of life issue created by the outdoor smoking lounge.  Does anyone have any suggestions on how to deal with these two issues?
