how do I know my plumber has filed for an expedited permit to move gas line in my kithen 5-7 feet away?

Hey folks, I've had the most miserable experience with my contractor's plumber, the plumber hasn't entirely been honest and I feel like I'm being taken for a ride. My kitchen is demo'd, holes open, electrical cords hanging from many pockets from the walls and I need to get an expedited permit. The plumber and contractor told me it would cost $1000 to get an expedited permit. I issued the money via check 1.5 weeks ago and called the DOB permit section to verify if indeed a permit was submitted. I was told no such permit was requested, they have no request for a permit. Wouldn't there be some sort of papertrail from the DOB for an expedited permit? How can I track to see online if one is issued?  This has caused such a great deal of frustration for me. My plumber illegally moved the gas line in the building, coop found out and placed a stop work order. I now must get a DOB plumbing permit to move gas line back to orginal placed, make an DOB inspection appt, have them inspect the lines, have the plumber move the gas line again to it's current new location and again have the inspector return for final inspection. 

I need to know if there is always some sort of written documentation issued for processing of an expedited permit?

Is there a way for me to follow up electronically to see if the permit has been processed and when it's active?

 

I am hoping someone can help direct me on what I should do, how I should be following.

 The contractor is fully aware and will never use this plumber again. He has given me a $ break from his fee due to the plumber's actions.
