co-op board ethics

is it ethical (ie by the DOB) for an NYC Department of Buildings Engineer/Inspector, to be on the co-op board of his co-op? especially one currently undergoing a multi-million dollar facade restoration project that the co-op board is financially unable to complete? seems to be a conflict of interest on so many levels. anyone every had a similar situation or know of any DOB employees who are also on their own boards?
